Evaluation of Electronic Monitoring in the State of Hesse, Germany

Description

The aim of the project is to evaluate a specific form of electronic monitoring used to avoid imprisonment. The policy is based in particular on social control in the form of supervision and educational measures, framed by legal conditions and directions. Among other things, weekly schedules are used to teach respondents fixed structures for a regular daily routine.

Started in 2000 as a model project, this form of electronic monitoring has been well established on a regional level. The research focuses on its effectiveness and efficiency in terms of reducing the prison population, avoiding harmful consequences of imprisonment, and fostering reintegration. Mixed methods will be used in order to be able to draw on a broad range of data.
